<p>What the best bank in Europe or in America or Canada can issue a prepaid card (debit card) and is less discernible Bank interest and fees with the knowledge I have been living outside the States these are</p>

<p><i>Answer by ihatecitibank</i><br/>Don&#8217;t look for a bank, look for a credit union.  Many of the credit unions have an agreement where you can access your money at credit unions and credit union atm&#8217;s all across the country.  Local banks are good too.   Two banks not to use are Citibank and BOFA-I repeat DO NOT USE THESE TWO.</p>

<p>Unlike a credit card where you make purchases and pay later when issued a monthly bill a Visa debit card is linked directly to the funds in your bank account. You can only spend what you actually have and the money is taken straight away which eliminates the risk of accumulating debt in the way you can with a credit card.</p>

<p>A visa debit card has two utilities. The first is the ability to purchase goods as per choice from select retail outlets. Usually you will find a signage in the store that says that they accept Visa debit cards. The other utility is to be able to withdraw cash. There are designated ATMs or Automated Teller Machines in which you can use the card and get to withdraw cash instantly from your own savings account. However when you use your Visa debit to withdraw cash or purchase goods you are required to verify your identity by typing in your PIN (personal identification number) into the ATM or card terminal in the store.</p>

<p>This is the first type of the product suite of a visa debit card. These Visa debit cards are usually embossed and bear the acceptance mark which enables the user to use the card in millions of locations worldwide wherever the Visa logo is displayed. The hallmark of such a card is the Visa signage or the flag symbol which appears on the front right side of the card and can be below or above the hologram.</p>

<p>In such a visa debit card the appearance is just like a regular Visa card. However the difference lies in several aspects. The account number of 16 digits is printed instead of being embossed on the card. The same goes for expiration date and card holder&#8217;s name. The &#8216;electronic use only&#8217; legend is located on the front of the card. There is no &#8216;V&#8217; symbol embossed on the card. Since this is an unembossed card it cannot be used in a zip zap machine and can only be swiped at the terminal in the store.</p>

<p>In such a visa debit card authorization from the user is mandatory at the terminal. In these types of cards a code within the magnetic strip or chip prompts the terminal for authorization.</p>

<p>The typical signage of the Visa electron represented by a flying comet provides a wide degree of utility across over 13 million locations across the globe! You can use this visa debit card at more than a million ATMs across the world. The logo is always displayed on the front of the card. The account number can be present in part or in full. If present in part the last 4 digits only will be displayed on the card. The card will also mention the expiration date of the visa debit card. In addition the &#8216;for electronic use only&#8217; legend is present on the front. THE BIN can be found directly beneath the account number of the front side. The CVV2 number is located on the back of the card only in cases where the full account number has been used. </p>

With the Visa Debit card becoming so widely used, this system result in changes following recent reforms introduced by the Reserve Bank of Australia.</p>
<p>Although EFTPOS is widely accepted in Australia, it is not accepted throughout the world. This makes the Visa Debit card superior to EFTPOS because it is accepted at millions of locations throughout the world. EFTPOS has failed to keep up with consumer demands and does not allow merchants to accept EFTPOS cards online.</p>
<p>One of the best features of the Visa Debit card is it&#8217;s wide acceptance anywhere you see the Visa symbol including overseas, over the phone and online. It is used with the Credit selection instead of cheque or savings. This is because it is processed by the Visa network rather than a local debit card network.</p>
<p>Visa not only offers a Debit card that is pre-paid, but you can also get a Visa Debit that is attached to your bank account and comes directly out of that account. This gives you more versatility when paying for purchases but can leave you spending more than you would with a pre-paid Visa Debit card. The choice is yours, pre-paid Visa Debit or one that is attached to your bank account. Either way, Visa Debit is quickly becoming the premiere debit card to use.</p>

<p><i>Answer by John</i><br/>Unfortunately, you cannot get the cash from it.  However, you can use that card anywhere Visa&#8217;s accepted.  Since it&#8217;s a gift card, you cannot cash it out.  Also, check the card for rules.  Norton does this because it&#8217;s cheaper than sending you a check.</p>

<p>Last time you went shopping? Went to Sear&#8217;s yesterday evening, wanted to return some of the items she had bought online. Ended up buying a red shirt with the Citibank Visa. &quot;We only go shopping when we need something, and it&#8217;s amazing how little we actually need.&quot;</p>
<p>Reads Consumer Reports (knew about a recent article that ranked LL Bean over Land&#8217;s End &#8212; but she still prefers Land&#8217;s End, calling it a good place to get things for her husband who hates to shop. Consistent sizes, and they can go to Sear&#8217;s to make returns.</p>

I really like the interior of this place, but the hipster atmosphere can be irritating.</p>
<p>About twenty minutes after I took this, the server informed us that we couldn&#8217;t pay with a debit card even if it had the Visa logo prominently displayed on the front, because &quot;it costs us more&quot;.  Unless they have the weirdest credit card processing plan ever, that&#8217;s bullshit.  You run it as a credit card, the bank processing the fees is going to see it as indistinguishable from a regular credit card.  I think it&#8217;s more likely that the owner decided that the ATM in the corner was far more profitable and that the customers should suck it up and pay the fees themselves.  Which does not really make me want to go back anytime soon.</p>
